What happened at the September 2026 Council Meeting

At its September meeting, Council:

  • did not object to the Moreton Hill Wind Farm Planning Permit Application PA2604440, and authorised the Chief Executive Officer to make a submission to the Minister for Planning;

  • endorsed preparation and submission of Planning Scheme Amendment C72cora for authorisation;

  • adopted a new Instrument of Appointment and Authorisation;

  • noted the Local Government Performance Reporting Framework for FY 2025-2026;

  • gave in-principle approval to the Financial Statements and Performance Statement for FY 2025-2026 and authorised Councillors Makin and Gstrein to certify them after any changes recommended or agreed to by the auditors;

  • received the finance report for FY 2025-2026, noted the Actual “cash” result, and approved changes to the 2025-2026 Budget of $521,938 favourable and 2025-2026 carry forward balances totalling $16,260,332;

  • endorsed a submission to the Education and Employment References Committee Senate Inquiry into the state of Australia's early childhood education and care system in rural, regional and remote communities;

  • resolved to seek proposals for building housing on Trestle Estate, Timboon;

  • endorsed the Port Campbell Parking Review, noting the submissions received on the draft and thanking all who participated in the consultation, and committed to revisit the Port Campbell Town Centre revitalisation works and parking strategy as part of Council's 2027-2028 Budget;

  • received the 2025-2026 Mount Noorat Management Committee Annual Report and appointed community representatives;

  • awarded Contract No. 2027005 - Sealing of Various Local Roads throughout Corangamite Shire and Warrnambool City in 2026-2027 to Inroads Pty Ltd for $3,024,445.01 +GST;

  • approved reallocation of $141,000 from additional Financial Assistance Grant funding to the 2026-2027 annual road resealing budget;
