What happened at the November 2025 Council Meeting

At its November meeting Council:

  • set the next Mayoral term for one year with the next Mayoral election at the scheduled meeting of Council in November 2026;
  • elected Lake Elingamite Ward Cr Kate Makin as Mayor;
  • resolved there will be a Deputy Mayor;
  • elected Leura Ward Cr Laurie Hickey as Deputy Mayor;
  • refused a planning permit for a two-lot subdivision on Campbell Road at Newfield;
  • resolved to rezone 30 Bailey Street, Timboon (the former Senior Citizens Centre), from Public Park and Recreation Zone to Public Use Zone;
  • adopted the Camperdown and Terang structure plans;
  • resolved to withdraw request for Ministerial authorisation Skipton Structure Plan − Planning Scheme Amendment;
  • received the first Quarterly Council Plan Initiatives Progress Report;
  • updated the S11A Instrument of Appointment & Authorisation;
  • authorised the CEO to provide feedback to the Department of Government Services on the updated draft Ministerial Guidelines for Councils relating to payment of rates and charges;
  • endorsed revised Beach Energy and Lochard Energy community liaison committee/community reference groups operating arrangements and resolved to:
    • draft new Terms of Reference in consultation with each gas company;
    • call for nominations from community members and community organisations for a new four-year term from March 2026; and
    • noted Amplitude Energy has commenced a revised community engagement program for the Athena Gas Plant;
  • noted the approved Ready Now Grants in July to September to:
    • Lake Bookaar Recreation Reserve ($500) towards a community meal for farming families
    • Noorat Recreation Reserve ($500) for stairwell line marking
    • Timboon Basketball Association ($500) for a Hoops basketball coach
    • Skipton Golf and Bowls Club Inc ($500) for food equipment
    • Camperdown Toy Library ($500) for STEM Focus Toy Play
    • Simpson Bowls Club ($200) for RUOK Da
    • Cobrico Hall Committee ($200) for RUOK Day
    • Corangamite Hockey Club ($250) for RUOK Day
    • Rotary Club of Terang ($200) for RUOK Day
    • Skipton Progress Association ($200) for RUOK Day
    • Port Campbell Community Events ($250) for Halloween Trick or Treat
    • Skipton Community Shop ($200) for RUOK Day
    • Terang Men’s Shed ($200) for RUOK Day

  • adopted the Grants and Funding Policy November 2025.
  • revoked the Grant Policy November 2022, Ready Now Grant Policy September 2023 and Events and Festivals Grant Policy March 2024
  • approved Business Assistance Scheme applications for:
    • Camperdown Nursery and Mart ($2,000 ex GST) to activates Ware Street with a free, family-friendly night of entertainment, market stalls, food vans, and children’s activities; and
    • Port Campbell Surf Lifesaving Club ($1,864.55 excluding GST) for RSA training and accreditation to upskill volunteers and strengthen the club’s capacity to host activities and events.
  • resolved to make the General Local Law 2025;
  • adopted the Domestic Animal Management Plan 2026-2029;
  • noted the Port Campbell Post Project Completion Update report and approved the total budget variation of $215,000;
  • noted the petition and resolved to
    • write to the lead petitioner thanking petitioners for raising their concerns; and
    • advise petitioners Council has spoken with Freemasons Victoria about potential gifting of the playspace;
    • note any proposed gifting from Freemasons Victoria would not include the existing playspace and the land would be insufficient to accommodate a playspace of a size that would benefit the community.
    • not accept the proposed gifting of land from Freemasons Victoria
    • not object to the sale of the Timboon Masonic Hall and associated land by Freemasons Victoria; and
    • encourage Freemasons Victoria to make a financial contribution towards a playground feature at Timboon township playground site.
