What happened at the August 2025 Council Meeting

At its August meeting, Council:

  • Noted a petition from 130 members of the Noorat and surrounding communities opposed to the Telstra Tower proposed to built on Glenormiston Road, Noorat, and resolved to
    • consider it only in relation to the Planning Permit Application PP2025/044
    • write to the lead petitioner thanking petitioners for raising their concerns;
    • consider the petition as a reflection of community sentiment; and
    • investigate options for the location of telecommunications facilities, including on the top of Mount Noorat, to provide greater, more reliable digital communications access and coverage to Noorat, Glenormiston, Kolora and district;
  • Noted Apetition from 65 residents of Simpson and surrounds about not subdividing houses from farms sold to forestry companies and resolved to write to the lead petitioner thanking the petitioners for raising their concerns and advising Council considers each planning permit application on its merits and in accordance with the Corangamite Planning Scheme and the Victorian Planning Provisions and welcomes submissions to individual planning permit applications;
  • Refused a planning permit for development of Telecommunications Facility on Glenormiston Road, Noorat;
  • Authorised the CEO to lodge with the Minister for Planning an objection to a proposed wind farm on Swansons Lane, Garvoc;
  • Received the Annual Action Plan Report for July 2024 – June 2025 of the 2021-2025 Council Plan;
  • Noted the 12-month provisional results to 30 June 2025 for the legislated performance indicators under the Local Government (Planning and Reporting) Regulations 2020.
  • Resolved to submit a motion on the State Government’s Municipal and Industrial Waste Levy for consideration at the MAV State Council meeting on Friday 10 October:
    That the MAV
    • Calls for a halt to the increase in the State Government’s Municipal and Industrial Waste Levy for the 2025-2026 financial year.
    • Calls for an immediate review of the terms of the levy.
    • Calls for a return of levy contributions to the municipal area from where they are derived to enable implementation of waste management, recycling and sustainability measures.
    • Writes and meets with the Minister for Environment to develop the detail of the review.
  • Updated two instruments of Appointment and Authorisation;
  • Received the interim finance report for the period ending 30 June 2025;
  • Adopted the Positive Ageing, Accessibility and Inclusion Plan 2025-2029;
  • Allocate the Primary Producer Support Payment program as a 40% rate reduction applied uniformly to all properties eligible for the ‘Farm’ rate classification;
  • Received the Corporate Strategic Risk Profile Report for the six-month period ended 30 June 2025;
  • Endorsed the memorandum of understanding with Great Ocean Road Regional Tourism (GORRT) to 30 June 2028; and
  • Approved Business Assistance Scheme funding for
    • Cobden Uniting Church Op Shop ($3,000 ex GST); and
    • Nicky Schonkala Textile Design and Handweaving ($2,000 ex GST).
